Patrol officers observed three subjects at walking around a residence in the area of Front St. acting in a suspicious manner. The officer made contact with the subjects who were identified as Victor J. Billiot, Dustin P. Fitch, and Dustin Aucoin. Contact was made with the homeowner who stated that the subjects were not authorized to be upon the property. It was learned through the investigation that the subjects were attempting to take several items estimated to be valued over $1,200 out of a shed on the property. The subjects were also found to be in possession of suspected Marijuana. The trio was arrested and transported to the Morgan City Jail where they were booked and incarcerated.

Patrol officers observed a vehicle being operated in the area of LA 182 in an erratic manner. A stop was initiated when Sean A. Christmas was identified as the operator of the vehicle. According to reports, Christmas’ Louisiana Driver’s License was found to be under suspension and the vehicle he was operating did not have proper insurance as required by Louisiana Law. Christmas was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Patrol officers were standing outside of a local establishment in the area of LA 182 when they observed a vehicle in the parking with two females sitting inside of it. Officers detected a strong odor of marijuana emitting from the vehicle. According to reports, Katherine D. Haher and Kayla Jones were identified. Maher and Jones were found to be in possession of suspected Marijuana and Drug Paraphernalia. Maher was also found to hold active arrest warrants through the 6^th Ward Morgan City Court. Maher and Jones were arrested and transported to the Morgan City Jail where they were booked and incarcerated.

Patrol officers observed a vehicle being operated in the area Railroad Ave. negotiate an improper turn. Officers attempted to initiate a stop when the vehicle fled the area. The vehicle traveled through several streets before stopping in the area of Filmore St. The operator exited the vehicle but refused to comply with officers commands. Justin E. Fabre was eventually identified and taken into custody. Fabre allegedly resisted officers. Fabre was found to be in possession of suspected Clonazepam, Carisoprodol,  Estradiol, and Drug Paraphernalia. He was also found to be in possession of an open alcoholic beverage in the motor vehicle. Fabre was found to be in an intoxicated state. He refused standardized Field Sobriety Test when he was arrested and transported to the Morgan City Jail for Chemical Testing. Fabre submitted to Chemical Test registering .037g% blood alcohol content. A search warrant was obtained for Fabre’s blood sample which is pending at the Louisiana State Police Crime Lab. Fabre was booked into the Morgan City Jail and incarcerated.

Patrol officers responded to a local establishment in the area of Victor II Blvd. in regards to a theft. Officers arrived when Marc Rhodes and Erica L. Wilson were identified as the subjects involved. According to reports, Rhodes and Wilson fled the establishment without pay the bill for the food that they had consumed. Rhodes and Wilson were located a short time later in the area of Tupelo St. when the duo was arrested and transported to the Morgan City Jail where they were booked and incarcerated.

Patrol officers responded to the area of LA 182 in regards to a disturbance. Officer arrived and Randy L. Hatcher was identified as one of the subjects involved. According to reports, officers located Hatcher when he was found to be smoking suspected marijuana. Hatcher caused a disturbance yelling profanities in the presence of the officers. Hatcher was taken into custody when he allegedly resisted officers. The area where this incident had taken place is within a Drug-Free Zone. Records check indicated that Hatcher has been arrested on 3 prior Marijuana offenses. Hatcher was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Patrol officers observed a vehicle being operated in the area of Egle St. negotiate an improper turn. A stop was initiated when Zuniga Baleras Luis Alberto was identified. According to reports, the vehicle that Albert was operating was not properly insured as required by Louisiana Law, had a license plate that belonged to another vehicle, had no registration, and the inspection had expired on January of 2017. Alberto was also found not to possess a valid Louisiana Driver’s License. Alberto was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Donshea Amos was located and arrested at the Morgan City Police Department on active arrest warrants held by the Morgan City Police. The warrants stem from an investigation conducted by patrol officers on December 28, 2017, when they responded to the area of Roderick St. in regards to a disturbance. Officers arrived and learned that Donshea Amos allegedly committed an assault on the victim. The investigation continued and warrants were prepared for Amos’ arrest. Amos was booked into the Morgan City Jail and incarcerated.

Tre’veon Francois was located and arrested in the area of Barrow St. on active arrest warrants held by the Morgan City Police. The warrants stem from an investigation conducted by the Morgan City Police Department Juvenile Division on April 20, 2018, when they responded to the Tiger Drive in regards to a sexual battery. According to reports, Tre’veon Francois was identified in the investigation. Allegedly Francois committed a sexual battery on the victim. The investigation also uncovered several other incidents when Francois committed a batteries and an assault on the victim while causing a disturbance. The investigation continued and warrants were prepared for Francois’ arrest. Francois was transported to the Morgan City Jail where he was booked and incarcerated.

According to reports, Brown had damaged property belonging to the Morgan City Jail. Brown allegedly committed a battery on the correctional officer damaging glasses that belonged to the officer. Brown was arrested and booked into the Morgan City Jail.

According to reports, Spencer and Green were observed by officers to be involved in a fistic encounter. Further investigation uncovered that Spencer had committed a battery on another victim during the verbal altercation. Spencer and Green were arrested and transported to the Morgan City Jail where they were booked and incarcerated.

According to reports, Singleton and Thomas were involved in a verbal altercation. Both subjects were identified as committing batteries upon one another. Allegedly Singleton began to strangle Thomas during the altercation. Singleton and Thomas were arrested and transported to the Morgan City Jail where they were booked and incarcerated.

The vehicle then abruptly made a left turn onto the US 90 down-ramp and began to traveling westbound in an eastbound lane. The vehicle was eventually stopped on US 90 near the Federal Ave. down-ramp. Phyllis E. Landry was identified as the operator of the vehicle. Landry was found to be in an intoxicated state. Landry performed poorly on Standardized Field Sobriety Test. Landry also did not possess a valid Louisiana Driver’s License. Landry was arrested and transported to the Morgan City Jail for Chemical Testing which she refused to submit to. Landry was booked into the Morgan City Jail and incarcerated.

Officers arrived in the area and observed the vehicle in question. Officers attempted to initiate a stop on the vehicle when the vehicle fled the area on US 90 eventually coming to stop on US 90 near the city limits. Deven Vining was identified as the operator of the vehicle. According to reports, Vining was allowed to use the vehicle but never returned it to the owner. Vining was also found not to possess a valid Louisiana Driver’s License. Vining was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Patrol officers responded to the area of LA 182 in regards to a crash involving an overturned vehicle. Officers arrived when Robert Kelly was identified as the operator of the vehicle. According to reports, evidence was uncovered that Kelly operated the vehicle in a reckless manner, traveling off the roadway, striking a utility pole, and overturning onto another vehicle that was parked in the parking lot of a business in the area. Kelly was found to be in an intoxicated state. Kelly was transported to Teche Regional Medical Center for minor injuries where he submitted to blood analysis that are pending at the Louisiana State Police Crime Lab. After Kelly was released from the medical facility he was transported to the Morgan City Jail where he was booked and incarcerated.
