MCPD Arrest Report 12/05/2017

Chief James F. Blair reports that over the last 24-hour reporting period the Morgan City Police Department responded to 38 calls for service. The following persons were arrested as a result beginning on 12/04/2017:

Jose Hernandez-Reyes, 51 years of age, address: Mayon St. Morgan City, La., arrested on 12/04/2017 @ 12:00 a.m.

Charges: Driving While Intoxicated 1st Offense

Patrol officers observed a vehicle being operated in an erratic manner in the area of Sixth St. A stop was initiated and Jose Hernandez-Reyes was identified as the operator of the vehicle. Reyes was found to be in an intoxicated state. Hernandez-Reyes performed poorly on Standardized Field Sobriety Test. Hernandez-Reyes was arrested and transported to the Morgan City Jail for Chemical Test, which he submitted to, registering .145g% blood alcohol content. Hernandez-Reyes was booked into the Morgan City Jail and incarcerated.

Erik J. Looney, 39 years of age, address: Federal Ave. Morgan City, La., arrested on 12/04/2017 @ 2:43 a.m.

Charges: Driving While Intoxicated 1st Offense
                 Driving under Suspension
                 Improper Turning
                 Possession of an Alcoholic Beverage in a Motor Vehicle

Patrol officers observed a vehicle negotiate an improper turn in the area of Marguerite St. A stop was initiated and Erik J. Looney was identified as the operator of the vehicle. According to reports, Looney’s Louisiana Driver’s License was found to be under suspension and he had an open container of an alcoholic beverage in the vehicle. Looney was found to be in an intoxicated state. Looney performed poorly on Standardized Field Sobriety Test. Looney was arrested and transported to the Morgan City Jail for Chemical Test to which he refused to submit to. Looney was booked into the Morgan City Jail and incarcerated.

Devante Frank, 25 years of age, address: Bush St. Morgan City, La., arrested on 12/04/2017 @ 8:22 a.m.

Charges: Possession of Marijuana
                 Possession of Drug Paraphernalia
                 Warrant: F.T.A. for Tiral on 11/13/2017 (16th Judicial)
                 Warrant: F.T.A. to Pay Fine on 11/14/2017 (6th Ward)

Patrol officers observed Devante Frank at a residence in the area of Bowman St. Frank was known to hold active arrest warrants through the 16th Judicial and 6th Ward Courts. Officers came in contact with Frank when he was arrested on the active arrest warrants. Frank was also found to be in possession of suspected Marijuana and Drug Paraphernalia. Frank was transported to the Morgan City Jail where he was booked and incarcerated.

Darrin T. Hemphill, 49 years of age, address: Front St. Morgan City, La., arrested on 12/04/2017 @ 12:03 p.m.

Charges: Disturbing the Peace Intoxicated
                 Warrant: F.T.A. to Pay Fine on 05/03/2016

Patrol officers responded to the area of Belanger St. in regards to an intoxicated subject walking in the area. Officers arrived and Darrin T. Hemphill was identified. According to reports, Hemphill was found to be in an intoxicated state. Hemphill was also found to hold an active arrest warrant held by the 6th Ward Morgan City Court. Hemphill was transported to the Morgan City Jail where he was booked and incarcerated.

Javien J. Francis, 20 years of age, address: Oregon St. Morgan City, La., arrested on 12/04/2017 @ 3:10 p.m.

Charges: Warrant: F.T.A. to Pay Fine on 06/13/2017 (2 Counts)

Javien J. Francis was located and arrested at the Morgan City Police Department on active arrest warrants held by the 6th Ward Morgan City Court. Francis was booked into the Morgan City Jail and incarcerated.

Conley T. Jones, 68 years of age, address: Joseph St. Morgan City, La., arrested on 12/05/2017 @ 2:28 a.m.

Charge: Possession of Drug Paraphernalia
                Driving under Suspension
                Improper Turning

Shelia M. Ruffin, 60 years of age, address: Bayou Black Dr. Gibson, La., arrested on 12/05/2017 @ 2:28 a.m.

Charges: Possession of Drug Paraphernalia
                 Warrant: F.T.A. to Pay Fine on 01/07/2014

Patrol officers observed a vehicle negotiate an improper turn in the area of LA 182. A stop was initiated and Conley T. Jones was identified as the operator of the vehicle. Shelia M. Ruffin was identified as an occupant. According to reports, Jones’ Louisiana Driver’s License was found to be under suspension. Jones and Ruffin were found to be in possession of drug paraphernalia. Ruffin was also found to hold an active arrest warrant through the 6th Ward Morgan City Court. Jones and Ruffin were arrested and transported to the Morgan City Jail where they were booked and incarcerated.
