MCPD Arrest Report 11/08/2018
Chief James F. Blair reports that over the last 24-hour period the Morgan City Police Department responded to 43 calls for service. The following person(s) were arrested as a result beginning on 11/07/2018:
Gilbert C. Howard, 48 years of age, address-Youngs Rd. Morgan City, La. was arrested on 11/07/2018 @ 11:27 am.
Charge: Warrant-Criminal Trespass
Gilbert Howard was located on Third St. and placed under arrest for an active warrant for the Morgan City Police Department. The warrant stems from an incident on November 4th that alleges Howard was located on an individual’s property without permission. Howard was transported to the Morgan City Police Department for booking and incarceration.
Chasity D. Culp, 33 years of age, Address-Sixth St. Morgan City, La. was arrested on 11/07/2018 @ 2:44 pm.
Charge: Warrant-Improper Supervision of a Minor by a Parent
Chasity Culp was placed under arrest in the City Court of Morgan City on an active warrant she held for the Morgan City Police Department. The warrant alleges that Culp allowed her child to have an excess amount of absences and tardiness this school year. Culp transported to the Morgan City Police Department for booking and incarceration.
Joseph L. Gary, 32 years of age, Address-Terrebonne St. Morgan City, La. was arrested on 11/07/2018 @ 4:10 pm.
Charge: Warrant-Failure to Appear for Trial
Joseph Gary was located on Egle St. and placed under arrest for an active warrant for the 6th Ward City Court. Gary was transported to the Morgan City Police Department for booking and incarceration.
Ashton Martinez, 19 years of age, Address-Hickory St. Morgan City, La. was arrested on 11/07/2018 @ 4:15 pm.
Charge: Warrant-Probation Violation (2cts)
Ashton Martinez was transported from the St. Mary Parish Law Enforcement Center to the Morgan City Police Department for active warrants he held for the 6th Ward City Court. Martinez was booked and incarcerated.
Louis D. Topham, 43 years of age, Address-Louisa St. Morgan City, La. was arrested on 11/07/2018 @ 7:39 pm.

Possession of Marijuana with Intent to Distribute
Possession of Drug Paraphernalia
Officers were in the area of Terrebonne and Shannon St. in regards to possible illegal drug activity. Officers came into contact with two individuals identified as Louis Topham and Raphael Valentine. During the course of the investigation, it was learned that Topham held an active warrant for the 6th Ward City Court. Topham was also found to be in possession of suspected marijuana. According to reports Valentine admitted to selling Topham suspected marijuana. Officers also located drug paraphernalia and suspected marijuana in Valentine’s possession. Both Topham and Valentine were placed under arrest and transported to the Morgan City Police Department for booking and incarceration.
