MCPD Arrest Report 01/30/2019
Chief James F. Blair reports that over the last 24-hour period the Morgan City Police Department responded to 44 calls for service. The following person(s) were arrested as a result beginning on 01/29/2019:
Heath A. Loupe Jr, 21 years of age, Address-Rose St. Morgan City, La. was arrested on 01/29/2019 @ 3:55 am.
Charge: Possession of Sch II CDS-Methamphetamine
Possession of Synthetic Marijuana
Possession of Drug Paraphernalia
An officer patrolling the area of Sixth St. observed an individual walking in the area. The officer made contact with the individual identified as Heath Loupe. Reports indicate that Loupe gave the officer consent to search his person. The officer located suspected methamphetamine, synthetic marijuana and drug paraphernalia in Loupe’s possession. Loupe was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.
Larry L. Griffin, 41 years of age, Address-Hickory St. Patterson, La. was arrested on 01/29/2019 @ 9:07 am.

No Turn Signal

An officer in the area of LA Hwy 182 observed a vehicle fail to use its turn signal, while turning onto Grizzaffii St. A traffic stop was conducted and the driver, Larry Griffin was asked to produce a valid driver’s license. During the course of the traffic stop, suspected marijuana was found in Griffin’s possession. Griffin was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.
Perry J. Toups Jr, 27 years of age, Address-Sixth St. Berwick, La. was arrested on 01/29/2019 @ 9:36 am.
Charge: Warrant-Theft under $1000.00
James Toups was placed under arrest at the Morgan City Police Department for an active warrant he held for the department. The warrant stems from an incident in September 2018 which alleged Toups was making unauthorized charges to a local business. Toups was booked and incarcerated.
John A. Henry, 39 years of age, Address-Vivian St. Morgan City, La. was arrested on 01/29/2019 @ 10:50 am.
Charge: Warrant-Failure to Pay Probation Fees
John Henry was transported from the Berwick Police Department to the Morgan City Police Department for an active warrant he held for the 6th Ward City Court.

Michael Martin was transported from the St. Mary Parish Law Enforcement Center to the Morgan City Police Department for active warrants he held for the department and the 6th Ward City Court. The warrants stem from an incident in March 2018 which alleged that Martin damaged a vehicle and had stolen items from inside the vehicle. Martin was booked and incarcerated.
Joseph A. Cagnolatti, 23 years of age, Address-Railroad Ave. Morgan City, La. was arrested on 01/29/2019 @ 2:33 pm.

An officer in the area of LA Hwy 182 near Seventh St. observed a vehicle travelling a rate higher than the posted speed limit. A traffic stop was conducted and the driver, David Stevens was asked to produce a valid driver’s license. A computer check revealed that Stevens’ driver’s license was expired. During the course of the traffic stop, suspected methamphetamine was found inside Stevens’ vehicle. Stevens was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.
Lawrence A. Garrett, 22 years of age, Address-Railroad Ally Gibson, La. was arrested on 01/29/2019 @ 7:17 pm.

An officer on Victor II Blvd. observed a vehicle swerving in and out the lane of travel. A traffic stop was conducted and the driver was identified as Kentrell Diggs. Reports indicate that the officer could smell an odor of marijuana emitting from the vehicle. The passengers in the vehicle were identified as Lawrence Garrett and Aaron Benson. They were asked to exit the vehicle. During the course of the investigation, Diggs was found to be in possession of several baggies of suspected methamphetamines that he was trying to conceal from officers. Diggs was also in possession of a stolen cell phone. Benson was found with several baggies of suspected methamphetamines and drug paraphernalia. Garrett held active warrants for the 6th Ward City Court. All subjects were placed under arrest and transported to the Morgan City Police Department for booking and incarceration.
