On this evening, Friday September 27, 2019 at approximately 6:30pm, the Morgan City Police Department received information from staff at the St. Mary Parish Law Enforcement Center regarding an inmate which was housed in our facility.  The inmate, Wilburn Lee McCullom, a 71- year old male subject was arrested by Morgan City Police Department officers on 07/19/2019 on an outstanding warrant for Theft over $1000.00.  Mr. McCullom was housed in the Morgan City Police Department jail facility until he presented himself before a District Judge on September 23, 2019. He was sentenced to 1 year at Hard Labor and given credit for time served since his initial incarceration on 12/20/2018.  He was returned to the Morgan City Jail facility.  Based on his trustee status within our facility, the length of time credited to his incarceration, and the ordered credit for “Time Served” he was released from custody.  The Morgan City Police Department was informed by LEC staff and the administration of the St. Mary Parish Sheriff’s Department that the inmate had to be processed through their facility as a “DOC” prisoner prior to his release.  After consulting the St Mary Parish District Attorney’s Office and an official with the State of Louisiana Department of Corrections, and based on the documents received, it appears Wilburn Lee McCullom may have already served more than enough time as required in our facility and as calculated by our correctional staff, therefore a procedural error.  That information will be confirmed through the Department of Corrections by the Morgan City Police Department on Monday.  This person, Wilburn Lee McCullum has been in contact with jail staff and will be returned to complete his processing as a DOC prisoner and released if our information is confirmed or complete any additional incarceration.
     Mr. Wilburn Lee McCullom was incarcerated based on a property crime and on available information known to investigators, it is our belief that he does not pose a threat to the public.  However, it has and always been the policy of the Morgan City Police Department to maintain transparency and keep the public informed as soon as practical of any issues which may be misreported or misinterpreted.
