MCPD Arrest Report 10/14/2015

The following persons have been arrested by the Morgan City Police Department during the last reporting period beginning on 10/13/2015.

Richard Oveal, 38 years of age, Address: Martin Luther King Blvd., Patterson, La. was arrested on 10/13/2015 @ 12:32 P.M.

Charge: Warrant - Failure to Appear to Pay Probation Fee (6th Ward City Court)

Richard Oveal was transported from the Patterson Police Department to the Morgan City Police Department in regards to an active warrant for his arrest by the 6th Ward City Court. Oveal was booked into the Morgan City Police Department Jail and incarcerated.

Nakeisa Walker, 36 years of age, Address: Domino Dr., Patterson, La. was arrested on 10/13/2015 @ 12:56 P.M.

Charges: Warrant- Failure to Appear for Restitution
Warrant- Contempt of Court
Warrant- Failure to Appear to Pay Fines

Nakeisa Walker was transported by the St. Mary Parish Sheriff's Office to the Morgan City Police Departent in regards to active warrants held for her arrest by the 6th Ward City Court. Walker was booked into the Morgan City Police Department Jail and incarcerated.

Edner F. Lopez, 36 years of age, Address: Kidd Street, Morgan City, La. was arrested on 10/13/2015 @ 1:15 P.M.

Charge: Appearing in Public Intoxicated

Officers responded to an address on Grizzaffi Street in regards to a subject that reportedly had a weapon and was refusing to leave. Officers arrived on scene but the subject in question had already left the residence. Officers then observed Edner Lopez who fit the description of the subject involved walking in the area. Officers came into contact with Lopez at which time Lopez allowed officers to search his person for weapons but none were located. Reports indicated that while in contact with Lopez, it was believed that he had been drinking and appeared to be intoxicated. Edner was placed under arrest and transported to the Morgan City Police Departent where he was booked and incarcerated.

Celina M. Lipari, 38 years of age, Address: Cremo Street, Patterson, La. was arrested on 10/13/2015 @ 8:36 P.M.

Charge: Possession of Schedule III Controlled Dangerous Substance (Subutex)

Donald E. Hull, 50 years of age, Address: Grey Eagle Street, Jeanerette, La. was arrested on 10/13/2015 @ 8:36 P.M.

Charges: Improper Lighting (Two Headlamps Required)
Possession of Drug Paraphernalia
Possession of Schedule III Controlled Dangerous Substance (Subutex)

Officers were patrolling the area of Fourth St. near Everett St. when a vehicle was observed traveling on Everett St. when improper lighting. A traffic stop was conducted, the driver was identified as Donald E. Hull and passenger as Celina M. Lipari. Hull was asked to pruduce a valid drivers license when according to reports Hull appeared to be reaching under his seat. Both Hull and Lipari exited the vehicle and appeared to be nervous. Hull gave officers permissoin to search the vehicle at which time suspected Subutex and drug paraphernalia was located. Lipari had also given officers persmission to serach her person at which time suspected Subutex was located on her person. Both Hull and Lipari were placed under arrest and transported to the Morgan City Police Department where they were booked and incarcerated.

Michelle B. Ratcliff, 40 years of age, Address: Sixth St., Morgan City, La. was arrested on 10/14/2015 @ 12:30 A.M.

Charges: Domestic Abuse Battery
Resisting an Officer

Officers responded to a local bar on Hwy 182 in regards to a disturbance inside. Officers arrived on scene and located a subject who appeared to have been the victim of a battery. The victim stated he and is wife Michelle B. Ratcliff were inside talking when she struck him several times. Reports indicated that witnesses also observed Ratcliff striking her husband serveral times. Contact was made with Ratcliff at which time she refused to cooperate with officers and took and aggresive stance towards them. Ratcliff was placed under arrest at which time she began to activly resist officers. After a short struggle Ratcliff was handcuffed and transported to the Morgan City Police Department where she was booked and incarcerated.

Wendy L. Taylor, 53 years of age, Address: Lagonda Lane, Morgan City, La. was arrested on 10/14/2015 @ 2:29 A.M.

Charges: Improper Lane Usage
Driving While Intoxicated.

Officers were patroling the Hwy 182 near the area of Justa Street when a vehicle was observed swerving out of its lane of travel. A traffic stop was conducted and the driver was identified as Wendy L. Taylor. Taylor was asked to produce a valid drivers license. Reports indicated that while officers were in contact with Taylor, it was believed that she had been drinking and appeared to be intoxicated. Taylor was placed under arrest and transported to the Morgan City Police Department for further testing which she refused. Taylor was booked into the Morgan City Police Deprtment Jail and incarcerated.
