MCPD Arrest Report 12/08/2015

The following persons were arrested by the Morgan City Police Department during the past reporting period beginning on 12/07/2015.


Ulyses I Bias, 59 years of age, Address: Egle Street, Morgan City, La. was arrested on 12/07/2015 @ 1:27 P.M. 


Charges:  Appearing in an Intoxicated Condition
                  Resisting an Officer by Giving False Information

     An officer responded to an address on Egle Street in regard to a subject that had fallen off of a bicycle. The officer arrived and located a subject sitting on the side of the street next to a bicycle. The subject told the officer he was Kevin Bias. It was believed that the subject had been drinking and appeared to be intoxicated. The subject was placed under arrest at which time he revealed that his real name was Ulyses I Bias which was later confirmed. Bias was transported to the Morgan City Police Department where he was booked and incarcerated. 


Jovan M Mosely, 35 years of age, Address: Bernarnd Street, Patterson, La. was arrested on 12/08/2015 @ 3:30 A.M.

     An officer was patrolling the area of Justa Street when a vehicle was observed on Allison Street with illegal window tint. A traffic stop was conducted which was near a local church when the driver was identified as Jovan M Mosely who appeared to be spraying air freshener inside the vehicle. Mosely got out of the vehicle when he was asked for a driver's license and vehicle papers. Mosely could not produce proper proof of insurance for the vehicle and it was learned that his driver's license was suspended. While speaking with Mosely reports indicate that an odor of marijuana was detected by officers coming from the vehicle and Mosely's person. Small pieces of what appeared to be marijuana were also observed on Mosely's shirt. Mosely began reaching inside his pockets when he was told by officers several times to take his hands from his pockets. Mosely then pulled out a pair of brass knuckles. Officers attempted to conduct a pat down when Mosley ran back to his vehicle. Mosely was able to get back inside the vehicle when officers struggle to get him out. Mosely was able to drive away and fleeing East on Hwy 90 when officers persued him. . The pursuit continued to Hwy 182 then to Hwy 662 then onto Hwy 20 to Bayou Black Drive reaching speeds of 100 mph. Louisiana State Police also assisted with pursuit. Mosely was observed throwing objects out of the vehicle which officers believed to be illegal narcotics. While attempted to complete a turn Mosely lost control of the vehicle when the vehicle slid into a drainage ditch. Mosely got out of the vehicle and began running on foot from officers when but was captured moments later. A search of the vehicle was conducted when officers located suspected marijuana, cocaine and Xanax inside the vehicle. Suspected marijuana was also located on Mosely's person.
