MCPD Arrest Report 03/19/2018

Chief James F. Blair reports that over the last 72-hour reporting period the Morgan City Police Department responded to 89 calls for service. The following persons were arrested as a result beginning on 03/16/2018: 

Tina Stelly 03162018

Tina D. Stelly, 48 years of age, address: Landry Ln. Bayou Loure’s, La., arrested on 03/16/2018 @ 12:10 a.m.

Charges: Warrant: F.T.A. for Arraignment on 02/27/2018 (2 counts)
                 Warrant: Theft $5,000 to $25,000

Tina D. Stelly was located and arrested at the Morgan City Police Department on active arrest warrants held by the 6th Ward Morgan City Court and Morgan City Police. The warrants from the Morgan City Police stem from an investigation conducted by detectives on December 20, 2017, when Stelly allegedly took items valued at over $6,000 from the victim. The investigation continued and evidence was uncovered linking Stelly to the crime. Warrants were prepared for Stelly’s arrest. Stelly was booked into the Morgan City Jail and incarcerated.

Zamir Byrd 03172018
Zamir X. Byrd, 24 years of age, address: Hwy 70 Pierre Part, La., arrested on 03/16/2018 @ 10:05 p.m.

Charges: Possession of Marijuana 2nd Offense
                 Possession of Drug Paraphernalia
                 Obstruction of Justice
                 Possession of SCH II CDS (Hydrocodone)

Patrol officers observed a vehicle at a local business in the area of LA 182 that had a strong odor of marijuana emitting from it. A stop was initiated and Zamir X. Byrd was identified as an occupant. According to reports, Byrd was found to be in possession of suspected Marijuana and Drug Paraphernalia. Byrd was arrested and transported to the Morgan City Jail for booking. While in transport Byrd allegedly attempted to discard items in the rear of the police unit to avoid detection. The officer located suspected Hydrocodone that Byrd was attempted to discard of. Byrd was booked into the Morgan City Jail and incarcerated.

Jared Loupe 03172018

Jared P. Loupe, 40 years of age, address: Rose St. Berwick, La., arrested on 03/17/2018 @ 2:51 a.m.

Charges: Possession of SCH II CDS (Hydrocodone)
                 Driving under Suspension
                 Improper Lane Usage

Patrol officers observed a vehicle being operated in an erratic manner swerving from lane to lane in the area of LA 182. A stop was initiated and Jared P. Loupe was identified as the operator of the vehicle. Loupe’s Louisiana Driver’s License was found to be under suspension. Loupe was also found to be in possession of suspected Hydrocodone. Loupe was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Kacy L. Norman, 32 years of age, address: Nevada St. Morgan City, La., arrested on 03/17/2018 @ 11:30 a.m.

Charges: F.T.A. for Trial on 01/16/2018

Kacy L. Norman was located and arrested in the area of Onstead St. on active arrest warrants held by the 16th Judicial Court. Norman was transported to the Morgan City Jail where she was booked and incarcerated.

Michael J. Voisan, 53 years of age, address: Pharr St. Berwick, La., arrested on 03/17/2018 @ 10:44 p.m.

Charges: Driving while Intoxicated 1st Offense
                 Improper Lane Usage
                 Open Container of an Alcoholic Beverage in Motor Vehicle

Patrol officers observed a vehicle being operated in the area of US 90 in an erratic manner swerving from lane to lane on the roadway. A stop was initiated and Michael J. Voisan was identified as the operator of the vehicle. According to reports, Voisan was found to be in an intoxicated state. Voisan performed poorly on Standardized Field Sobriety Test. Voisan was also found to be in possession of open alcoholic beverages in the motor vehicle. Voisan was arrested and transported to the Morgan City Jail for Chemial Testing which he submitted to registering .167g% blood alcohol content. Voisan was booked into the Morgan City Jail and incarcerated.

Brian R. Hopp, 47 years of age, address: Drakewood Drive Sugar Land, Tx., arrested on 03/18/2018 @ 2:38 a.m.

Charges: Driving while Intoxicated 1st Offense
                 Improper Lane Usage
                 Battery on an Officer

Patrol officers observed a vehicle being operated in the area of MLK Blvd in an erratic manner swerving from lane to lane. A stop was initiated and Brian R. Hopp was identified as the operator of the vehicle. According to reports, Hopp was found to be in an intoxicated state. Hopp performed poorly on Standardized Field Sobriety Test. Hopp was arrested and transported to the Morgan City Jail for Chemical Testing. During the process, Hopp allegedly became aggressive with officers striking an officer. Hopp was booked into the Morgan City Jail and incarcerated.

Johnathon Priestley 03182018

Johnathon Priestley, 24 years of age, address: Fourth St. Morgan City, La., arrested on 03/18/2018 @ 2:33 p.m.

Charges: Introduction of Contraband into a Penal Facility

Correctional Officers with the Morgan City Jail were escorting trustees during their daily duties. While doing so a correctional officer observed Johnathon Priestely retrieved a can of tobacco in the area and conceal it in his uniform. Once in the jail the tobacco was retrieved. Priestley was booked into the Morgan City Jail and incarcerated.

Micah Soileau, 20 years of age, address: Joey St. Patterson, La., arrested on 03/18/2018 @ 4:50 p.m.

Charges: Criminal Damage to Property

Correctional Officers responded to the cell block of the Morgan City Jail in regards to a disturbance. Officers arrived and Micah Soileau was identified as the subject involved. According to reports, Soileau was being escorted to a holding cell when he damaged property belonging to the Morgan City Jail. Soileau was booked into the Morgan City Jail and incarcerated.

Milton, M. Enriquez, 34 years of age, address: Third St. Morgan City, La., arrested on 03/18/2018 @ 7:44 p.m.

Charges: No Driver’s License
                 Improper Turning

Patrol officers observed a vehicle negotiate an improper turn in the area of Brashear Ave. A stop was initiated and Milton Enriquez was identified as the operator of the vehicle. According to reports, Enriquez was found not to possess a valid Louisiana Driver’s License. Enriquez was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Jane G. Landry, 48 years of age, address: Hwy 182 Morgan City, La, arrested on 03/19/2018 @ 11:35 p.m.

Charges: Possession of Marijuana
                 Possession of Drug Paraphernalia

Patrol officers encountered a vehicle in the area of LA 70 where Jane G. Landry was identified as the operator. According to reports, Landry displayed signs of nervousness. The Morgan City Police Department K-9 Division was utilized in the investigation when K-9 Lady alerted to the presence of narcotic odor in the vehicle. Landry was found to be in possession of suspected Marijuana and Drug Paraphernalia. Landry was arrested and transported to the Morgan City Jail where she was booked and incarcerated.

Neely S. Madise, 33 years of age, address: Union St. Morgan City, La., arrested on 03/19/2018 @ 3:00 a.m.

Charges: Driving while Intoxicated 1st Offense
                 Driving under Suspension
                 Stopping, Standing, or Parking Prohibited

Patrol officers observed a vehicle stopped in the middle of Apple St. A stop was initiated and Neely S. Madise was identified as the operator of the vehicle. According to reports, Madise was found to be in an intoxicated state. Madise performed poorly on standardized field sobriety test. Madise Lousiana Driver's License was found to be under suspension. Madise was arrested and transported to the Morgan City Jail for Chemical Testing which she submitted to registering .156g% blood alcohol content. Madise was booked into the Morgan City Jail and incarcerated.
