MCPD Arrest Report 08/28/2017
Chief James F. Blair reports that over the last 72-hour reporting period the Morgan City Police Department responded to 76 calls for service. The following persons were arrested as a result beginning on 08/25/2017:
Jacob R. Salley, 39 years of age, address: First St. Morgan City, La., arrested on 08/25/2017 @ 12:37 p.m.
Charges: Disturbing the Peace Intoxicated
Patrol officers responded to the area of Eighth St. in regards to a suspicious subject. Officers arrived and according to reports, Jacob R. Salley was identified. Salley was found to be in an intoxicated state. Salley was arrested and transported to the Morgan City Jail where he was booked and incarcerated.
Austin J. Landry, 25 years of age, address: Aucoin St. Morgan City, La., arrested on 08/25/2017 @ 6:40 p.m.
Charges: Warrant: Criminal Damage to Property
Austin J. Landry was located and arrested at the Morgan City Police Department on an active arrest warrant held by Morgan City Police. The warrant stems from an investigation conducted by patrol officers on April 16, 2017, where the victim alleged that Landry damaged property that belonged to them. Warrants were prepared of Landry’s arrest. Landry was booked into the Morgan City Jail and incarcerated.
Walter S. Banegas-Portillo, 21 years of age, address: Village Ln. Morgan City, La., arrested on 08/25/2017 @ 11:43 p.m.
Charges: Driving while Intoxicated 1st Offense
No Driver’s License
Open Container in a Motor Vehicle
Officers with the Morgan City Police Department and the Louisiana State Police conducted a Sobriety Check Point in the area of LA 182 in Morgan City. Officers came in contact with a vehicle at which time the officers observed an open container of alcohol. According to reports, the operator of the vehicle was identified as Walter S. Banegas-Portillo. Banegas-Portillo was found to be in an intoxicated state. Banegas-Portillo performed poorly on Standardized Field Sobriety. Banegas-Portillio was arrested and transported to the Morgan City Jail for Chemical Test which he registered .195g% blood alcohol content. Banegas-Portillo was also found not to possess a valid Louisiana Driver’s License. Banegas-Portillo was booked into the Morgan City Jail and incarcerated.

Carol S. Narcisse, 41 years of age, address: Tuerlings Dr. Lafayette, La., arrested on 08/27/2017 @ 10:33 p.m.
Charges: Possession of SCH I CDS (MDMA)
Possession of SCH II CDS (Methamphetamine)
Possession of Marijuana 2nd Offense
Possession of Drug Paraphernalia
Violation of Uniform CDS Law (Drug-Free Zone)
Resisting an Officer
Patrol officers responded to a local business in the area of LA 70 in regards to a suspicious subject. According to reports, the subject had left the area prior to officers arriving and a description of the vehicle and subject was obtained. The vehicle and subject were located a short time in the area at which time officers initiated a stop. Officers detected an odor of marijuana emitting from the vehicle. Officers identified Carol S. Narcisse who had exited his vehicle. Reports indicate that Narcisse resisted officers when he was taken into custody. Narcisse was found to be in possession of suspected MDMA, Methamphetamine, Marijuana, and drug paraphernalia. The area where this incident had taken place was within a Drug-Free Zone. Narcisse was arrested and transported to the Morgan City Jail where he was booked and incarcerated.
Jalaicia N. Collins, 27 years of age, address: Kaylie Ln. Baldwin, La. arrested on 08/27/2017 @ 1:31 a.m.
Charges: Aggravated Assault
Disturbing the Peace
Patrol officers responded to the area of Mount St. in regards to a disturbance. According to reports, officers arrived and learned that Jalaicia N. Collins had brandished a firearm during the altercation and threatened the victims. The firearm was located in the area and Collins was arrested. She was transported to the Morgan City Jail where she was booked and incarcerated.
Robert E. Byrd, 41 years of age, address: Hwy 182 Morgan City, La., arrested on 08/27/2017 @ 2:30 a.m.
Charges: Driving under Suspension
Failure to secure Registration
Patrol officers observed a motorcycle being operated in the area of LA 182 and the license plate on the bike was not visible. A stop was initiated and Robert E. Byrd was identified as the operator of the motorcycle. According to reports, Byrd’s Louisiana Driver’s License was found to be under suspension. Byrd was arrested and transported to the Morgan City Jail where he was booked and incarcerated.
