MCPD Arrest Report 08/22/2017

Chief James F. Blair reports that over the last 24-hour reporting period the Morgan City Police Department responded to 39 calls for service. The following persons were arrested as a result beginning on 08/21/2017:

Tevin Paul 08222017

Tevin Paul, 36 years of age, address: 71st Ave. Baton Rouge, La., arrested on 08/21/2017 @ 11:48 a.m.

Charges: Warrant: False Acquisition of a Schedule CDS

Tevin Paul was located and arrested at the Morgan City Police Department on an active arrest warrant held by the Morgan City Police. According to reports, the warrant stems from when investigators with the Morgan City Police Department Narcotics Division responded to a local pharmacy in the Morgan City Area in regards to a subject attempting to fill a prescription of Hydrocodone with a false prescription. Tevin Paul was identified as a suspect during the investigation. Evidence was uncovered linking Paul to the crime. Paul had already departed the area prior to the beginning of the investigation, therefore, warrants were prepared for his arrest. Paul was booked into the Morgan City Jail and incarcerated.

Lemarcus J. Francois, 23 years of age, address: Douglas Rd. Washington D.C., arrested on 08/21/2017 @ 8:25 a.m.

Charges: Warrant: F.T.A. to Pay Fine on 12/15/2015
                Warrant: F.T.A. for Revocation on 08/19/2016 (16th Judicial Court)

Lemarcus J. Francois was located and arrested in the area of Egle St. on active arrest warrants held by the 6th Ward Morgan City and 16th Judicial Courts. Francois was transported to the Morgan City Jail where he was booked and incarcerated.

Tina D. Stelly, 48 years of age, address: Main St. Patterson, La., arrested on 08/21/2017 @ 3:05 p.m.

Charges: F.T.A. for Arraignment on 02/27/2017

Tina D. Stelly was located and arrested at the Morgan City Police Department on active arrest warrants held by the 6th Ward Morgan City Court. Stelly was booked into t he Morgan City Jail and incarcerated.

Jeremie M. Paul, 27 years of age, address: Mallard St. Morgan City, La., arrested on 08/21/2017 @ 3:16 p.m.

Charges: Warrant: F.T.A. to Pay Fine & Restitution on 01/31/2017
                 Warrant: F.T.A. for Sentencing on 01/31/2017 (2 counts)
                 Resisting an Officer

Patrol officers responded to the area of Wise St. in regards to locating Jeremie M. Paul on active arrest warrants held by the 6th Ward Morgan City Court. According to reports, when officers made contact with Paul he provided a false name. Paul was positively identified at which time he was placed under arrest and transported to the Morgan City Jail where he was booked and incarcerated.

Brendan Murphy Jr. 08222017

Brendan P. Murphy Jr., 23 years of age, address: Louisa St. Morgan City, La., arrested on 08/22/2017 @ 1:19 a.m.

Charges: Driving while Intoxicated 3rd Offense
                 Possession of SCH II CDS (Hydrocodone)
                 Improper Lane Usage

Patrol officers observed a vehicle in the area of Sixth St. negotiate a turn at which time the vehicle entered the opposite lane of travel. A stop was initiated and Brendan P. Murphy Jr. was identified as the operator of the vehicle. According to reports, Murphy was found to be in an intoxicated state. Murphy performed poorly on Standardized Field Sobriety Test at which time he was placed under arrest and transported to the Morgan City Jail for Chemical Testing. Reports indicate that Murphy was also found to be in possession of suspected Hydrocodone to which he did not hold a valid prescription for. Murphy submitted to Chemical Test which registered .141g% blood alcohol content. Records indicate that Murphy has been arrested for Driving while Intoxicated offenses to separate times since 2013. Murphy was booked into the Morgan City Jail and incarcerated.

Eric Gaskins, 46 years of age, address: Apple St. Morgan City, La., arrested on 08/22/2017 @ 2:17 a.m.

Charges: Possession of Drug Paraphernalia
                 Resisting an Officer

Patrol officers came in contact with Eric Gaskins in a residential neighborhood in the area of Poplar St. While speaking with officers Gaskins fled the area on foot. Officers pursued Gaskins at which time he was apprehended after a short foot chase. According to reports, Gaskins was found to be in possession of drug paraphernalia. Gaskins was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

                 Warrant: F.T.A. for Trial on 08/09/2017 (16th Judicial Court)

Patrol officers responded to the area of Orange St. in regards to a large disturbance. Officers arrived when they were directed to a white van that was leaving the area. A stop was initiated on the vehicle in the area of Federal Ave. Damenn M. Engleton was later identified as the operator of the vehicle but initially provided officers with a  false name. Engleton was found not to hold a valid Louisiana Driver’s License. Jessica M. Gray was also identified as a passenger in the vehicle. According to reports, Engleton and Gray were found to be in possession of suspected Marijuana, MDMD, Alprazolam, and drug paraphernalia. Evidence was uncovered that the subjects attempted to conceal the evidence from detection from officers. Reports indicate that a small juvenile was in the in the vehicle at the time of the incident and the area was a Drug-Free Zone. It was also found that Engleton was found to hold active warrants for his arrest through the 16th Judicial Court. Gray and Engleton were arrested and transported to the Morgan City Jail where they were booked and incarcerated.

Lacey Fabre, 25 years of age, address: Wren St. Morgan City, La., arrested on 08/18/2017 @ 7:30 p.m.

Charges: Warrant: Child Desertion (3 counts)

Lacey Fabre was located and arrested in the area of Wren St. on active arrest warrants held by the Assumption Parish Sheriff’s Office. Fabre was transported to the Morgan City Jail where she was booked and incarcerated.

Lorelyn M. Gotcher, 31 years of age, address: Terrebonne St. Morgan City, La., arrested on 08/19/2017 @ 8:57 a.m.

Kimber N. Thompson, 29 years of age, address: Pacific St. Berwick, La., arrested on 08/19/2017 @ 7:08 p.m.

Charges: Warrant: F.T.A. for Arraignment on 08/15/2017

Kimber N. Thompson was located and arrested at the Morgan City Police Department on active arrest warrants held by the 6th Ward Morgan City Court. Thompson was booked into the Morgan City Jail and incarcerated.

Joseph W. Howard, 61 years of age, address: Federal Ave. Morgan City, La., arrested on 08/19/2017 @ 8:57 p.m.

Charges: Driving while Intoxicated 1st Offense
                 Improper Lighting

Patrol officers observed a vehicle being operated in the area of Federal Ave. with improper lighting. A stop was initiated and Joseph W. Howard was identified as the operator of the vehicle. According to reports, Howard was found to be in an intoxicated state. Howard performed poorly on Standardized Field Sobriety Test. Howard was arrested and transported to the Morgan City Jail for Chemical Test which he submitted to registering .148g% blood alcohol content. Howard was booked into the Morgan City Jail and incarcerated.

Richard Gant Jr., 36 years of age, address: Forest Hurst Dr. Spring, TX., arrested on 08/19/2017 8:27 p.m.

Charges: Warrant: F.T.A. to Pay Fine on 09/18/2004

Richard Gant Jr. was located in the area of LA 182 and arrested on active arrest warrants held by the 6th Ward Morgan City Court. Gant Jr. was transported to the Morgan City Jail where he was booked and incarcerated.

Caleb M. Daigle, 17 years of age, address: Levee Rd. Morgan City, La., arrested on 08/20/2017 @ 12:45 a.m.

Charges: Illegal Carrying of Weapons (2 counts)

                Possession of Tobacco under 18 years of age

Patrol officers initiated a stop on a vehicle in the area of LA 182 due to erratic driving. During the investigation of the stop the Morgan City Police Department K-9 Division was dispatched to the location. According to reports, when the K-9 Division arrived Caleb M. Daigle, who was an occupant of the vehicle, exited and began to flee on foot. He was apprehended a short time later at which time he was found to be in possession of two firearms concealed on his person. He was also found to be in possession of tobacco. Daigle was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Linda M. Dauzat, 50 years of age, address: Susan Ct. Morgan City, La., arrested on 08/20/2017 @ 3:12 a.m.

Patrol officers observed a vehicle being operated in the area of LA 70 swerving from lane to lane crossing the center line. A stop was initiated and Linda M. Dauzat was identified as the operator of the vehicle. According to reports, Dauzat was found to be in an intoxicated state. Dauzat performed poorly on Standardized Field Sobriety Test. Dauzet was arrested and transported to the Morgan City Jail for Chemical Test which she registered .092g% blood alcohol content. Dauzet’s Louisiana Driver’s License was found to be under suspension. Dauzet was booked into the Morgan City Jail and incarcerated.

Angelle R. Broussard, 25 years of age, address: Hwy 182 Morgan City, La., arrested on 08/20/2017 @ 4:40 p.m.

Charges: Driving while Intoxicated 1st Offense
                 Driving under Suspension
                 Hit & Run Driving

Patrol officers responded to a business in the area of LA 182 in regards to a crash and one of the vehicle involved fled the area. A description of the vehicle was obtained at which time the vehicle in question was observed in the area of LA 182. A stop was initiated and Angelle R. Broussard was identified as the operator of the vehicle. According to reports, Broussard was found to be in an intoxicated state. Broussard performed poorly on Standardized Field Sobriety Test at which time she was arrested and transported to the Morgan City Jail for Chemical Test. Reports indicate that Broussard refused to submit to the Chemical Test. It was also found that Broussard’s Louisiana Driver’s License was under suspension. Broussard was booked into the Morgan City Jail and incarcerated.

Leticia Charles, 49 years of age, address: Mount St. Morgan City, La., arrested on 08/20/2017 @ 7:21 p.m.

Charges: Warrant: F.T.A. for Arraignment 12/13/2016

Leticia Charles was located and arrested at the Morgan City Police Department on active arrest warrants held by the 6th Ward Morgan City Court. Charles was booked into the Morgan City Jail and incarcerated.

Luis E. Hernandez-Leon, 23 years of age, address: West Syls Ln. Amelia, La., arrested on 08/20/2017 @ 8:13 p.m.

Charges: Driving while Intoxicated 1st Offense
                 Improper Turning

Patrol officers observed a vehicle negotiate an improper turn in the area of Duke St. A stop was initiated and Luis E. Hernandez-Leon was identified as the operator of the vehicle. According to reports, Hernandez-Leon was found to be in an intoxicated state. Hernandez-Leon performed poorly on Standardized Field Sobriety Test. Hernandez-Leon was arrested and transported to the Morgan City Jail for Chemical Test which he registered .081g% blood alcohol content. Hernandez-Leon was booked into the Morgan City Jail and incarcerated.

Crystal Thompson, 39 years of age, address: Fifth St. Morgan City, La., arrested on 08/20/2017 @ 9:30 p.m.

Charges: Driving under Suspension
                 Disregard of Traffic Controls

Patrol officers observed a vehicle fail to stop at a stop sign in the area of Federal Ave. A stop was initiated and Crystal Thompson was identified as the operator of the vehicle. According to reports, Thompson’s Louisiana Driver’s License was found to be under suspension. Thompson was arrested and transported to the Morgan City Jail where she was booked and incarcerated.

Bessie T. Paul, 35 years of age, address: Wisteria St. Baton Rouge, La., arrested on 08/21/2017 @ 2:59 a.m.

Charges: Possession of Marijuana

Keyon C. Williams, 38 years of age, address: Hwy 42 Gonzales, La., arrested on 08/21/2017 @ 2:59 a.m.

Charges: Warrant: Probation and Parole

Patrol officers initiated a stop on a vehicle in the area of LA 70 due to improper lighting. Bessie T. Paul and Keyon C. Williams were identified as occupants of the vehicle. According to reports, officers detected signs of nervousness from Paul and Williams. Morgan City Police Department K-9 Lady was deployed on the vehicle which she indicated to the presence of narcotic odor. Officers found Paul to be in possession of suspected marijuana. Williams was found to hold active warrants for her arrest through Probation and Parole. Paul and Williams were arrested and transported to the Morgan City Jail where they were booked and incarcerated.

Debbie A. Sevant, 56 years of age, address: South Grand Ave. Los Angelos, CA., arrested on 08/21/2017 @ 4:11 a.m.

Charges: Possession of Stolen Things $1,000 to $5,000

Patrol officers observed a vehicle parked near a closed business in the early morning hours. A stop was initiated and Debbie A. Sevant was identified as the operator of the vehicle. According to reports, the vehicle was reported stolen out of Mississippi. After confirming the information Sevant was arrested and transported to the Morgan City Jail where she was booked and incarcerated.

Reports indicate that the male subject depicted in the picture above entered a business in the area of LA 182 and allegedly took merchandise without paying for it. Patrol officers observed a vehicle traveling the wrong way on a one-way roadway in the area of LA 182 and US 90. A stop was initiated and Bryan Guilbeau was identified as the operator of the vehicle. Jamie Meche was an occupant. According to reports, officers detected a strong odor of marijuana emitting from the vehicle.Guilbeau and Meche were found to be in possession of suspected Marijuana, Heroin, Cocaine, MDMA, Vyvanse, Alprazolam, and drug paraphernalia. The duo was also found to be in possession of over $320 dollars of Counterfeit US Currency. Evidence was uncovered that the majority illicit narcotics located were destined to be sold. Guilbeau and Meche were arrested and transported to the Morgan City Jail where they were booked and incarcerated.

MCPD Detectives Arrest Two Women In Connection To Kidnapping

Leona Allen, 27 years of age, address: Henderson St. Houma, La., arrested on 08/19/2017 @ 3:30 a.m.

Deona Jones, 29 years of age, address: Edgewood Blvd, Houma, La., arrested on 08/19/2017 @ 3:30 a.m.

Charges: Simple Kidnapping

On August 18, 2017, at 9:16 p.m. patrol officers with the Morgan City Police Department responded to the area of Roderick St. in regards to a kidnapping. Officers arrived and learned that a 7-year-old juvenile was removed from the residence without the parent's knowledge. Investigators with the Morgan City Police Department Detectives Division responded to the location. The F.B.I. Joint Child Abduction Response Deployment (JCARD) Team was activated along with resources from the National Center for Missing and Exploited Children (NCMEC). These resources were ultimately placed on standby due to the child being located fairly quick. Through investigative means, it was learned that this was Family Abduction and the possible location of the child was determined. With the assistance of the Terrebonne Parish Sheriff's Office, the child was located in Houma, LA. Leona Allen and Deona Jones were developed as suspects in the investigation. Allen and the child were located together in Houma where they were transported to the Terrebonne Parish Sheriff’s Office for further investigation. Investigators traveled to the Terrebonne Parish Sheriff's Office when they learned that Allen and Jones were extended family members of the child taken. During interviews both Allen and Jones admitted to taking the child without the mother’s permission or knowledge. The child was released to his mother and warrants were prepared for both Allen’s and Jones’ arrest. Allen and Jones were arrested and transported Terrebonne Parish Detention Center. They were transported to the Morgan City Jail Facility earlier this morning where they were booked and incarcerated on the charge of Simple Kidnapping. The investigation is still ongoing at this time and further arrest may occur.

Jimmy Billiot Sr., 44 years of age, address: Degravelle Rd. Amelia, La., arrested on 08/17/2017 @ 1:10 a.m.

Charges: Driving while Intoxicated 3rd Offense
                 Improper Lane Usage

Patrol officers observed a vehicle being operated in the area of LA 182 swerving from lane to lane crossing the center line. A stop was initiated and Jimmy Billiot Sr. was found the be the operator of the vehicle. According to reports, Billiot Sr. was found to be in an intoxicated state. Billiot Sr. performed poorly on Standardized Field Sobriety Test. Billiot Sr. was arrested and transported to the Morgan City Jail for Chemical Testing which he registered .147g% blood alcohol content. Records indicated that Billiot had two prior Driving While Intoxicated arrest prior to this incident. Billiot Sr. was booked into the Morgan City Jail and incarcerated.

Tina M. Ordoyne, 38 years of age, address: Fourth St. Morgan City, La., arrested on 08/17/2017 @ 8:14 a.m.

Tina M. Ordoyne was located and arrested at the Terrebonne Parish Detention Center on active arrest warrants held by the 6th Ward Morgan City Court. Ordoyne was transported to the Morgan City Jail where she was booked and incarcerated.

John Q. Lyons, 51 years of age, address: Duke St. Morgan City, La., arrested on 08/17/2017 @ 2:02 p.m.

Charges: Warrant: Criminal Damage to Property

John Q. Lyons was located and arrested in the area of 6th St. on active arrest an warrant held by the Morgan City Police. The warrant stems from an investigation conducted by patrol officers on August 3, 2017, when the victim alleged that Lyons damaged property belonging to them. Evidence was uncovered during the investigation linking Lyons to the crime and a warrant was prepared for his arrest. Lyons was transported to the Morgan City Jail where he was booked and incarcerated.

Garrett L. Oubre, 44 years of age, address: Stephensville Rd. Morgan City, La., arrested on 08/17/2017 @ 1:02 p.m.

Charges: Warrant: F.T.A. for Trial on 10/26/2015

Investigators with the Morgan City Police Department Narcotics Division executed a search warrant at a residence on Tupelo St. According to reports, investigators located suspected Methamphetamine, Alprazolam, Gabapentin, Marijuana, Buspirone Hydrocholoride and drug paraphernalia. Marc Rhodes and Thomas Drawbaugh were identified as suspects along with another subject located identified as Garrett L. Oubre. Oubre was found to hold an active warrant for his arrest through the 16th Judicial Court. According to reports, Rhodes was linked to the suspected Methamphetamine, Alprazolam, Gabapentin, marijuana, and drug paraphernalia. Investigators also uncovered evidence that the suspected Methamphetamine was destined to be distributed. Drawbaugh was linked to other Gabapentin and the Buspirone Hydrochloride. The area where this incident had taken place was within a Drug-Free Zone. Rhodes, Oubre, and Drawbaugh were arrested and transported to the Morgan City Jail where they were booked and incarcerated.

Shelby L. Tompkins, 25 years of age, address: Susan Ct. Morgan City, La., arrested on 08/18/2017 @ 3:03 a.m.
