Reginald K. Sims, 33 years of age, Address-Franklin, La. was arrested on 01/08/2015 @ 3:59pm


Charge: Possession of Schedule I CDS-Marijuana 3rd Offense; Obstruction of Justice; Resisting an Officer; Possession of Drug Paraphernalia; Possession of Schedule I CDS-Synthetic Marijuana; Warrant: Franklin Police Department-Domestic Abuse Battery and Resisting an Officer.

     Detectives with the Morgan City Police Department received information regarding the location of Reginald Sims, who was wanted on outstanding warrants for the Franklin Police Department.  Officers proceeded to the Highway 182 motel to locate Sims.  Reginald Sims was observed attempting to flee officers by escaping through a rear window of the motel room.  The subject reportedly observed officers and re-entered the room and attempted to destroy suspected marijuana by flushing the substance down the toilet.  Officers attempted to restrain Sims, however he continued to resist and attempted to flee the bathroom.  Sims then returned to the bathroom and attempted to discard more evidence and was eventually subdued.  Sims was placed under arrest and a search warrant was obtained for the location.  Officers were able to recover suspected marijuana, synthetic marijuana, and numerous items of drug paraphernalia including packaging material and scale.  Sims was transported to the Morgan City Police Department where he was booked and remains incarcerated with no bond yet set.

     Joseph Percle turned himself in to officers at the Morgan City Police Department and was booked on outstanding warrants for the City Court of Morgan City.  He was booked and incarcerated.

Charge: Operating a Vehicle with a Suspended Drivers License

     A patrolling officer observed a vehicle traveling on Federal Ave. being driven in an erratic manner and stopped the vehicle to investigate. The driver, Michael Cochran could not produce a valid drivers license and was discovered to be operating a vehicle with a suspended drivers license.  Cochran was arrested and transported to the Morgan City Police Department where he was booked and incarcerated.

     A patrolling officer observed a vehicle traveling on Highway 182 with improper lighting and stopped the vehicle to speak with the driver.  The driver, Felix Ocasio Jr. could not produce a valid drivers license nor proof of liability insurance.  Ocasio was arrested and transported to the Morgan City Police Department where he was booked and incarcerated.

Arrest Report 01/06/2015

The following persons were arrested by the Morgan City Police Department during the last reporting period beginning 01/05/2015:


Mitchell Freeman, 52 years of age, Address-Austin, Texas was arrested on 01/05/2015 @ 7:44am

Charge: Warrant: Bank Fraud (Theft) $4,800.00); Warrant: Forgery

     On December 06, 2013, Morgan City Police Detectives began an investigation into a theft which was reported from a Highway 182 business.  In that investigation, detectives uncovered evidence which indicated that a subject had committed the theft of several blank checks from the business.  It was learned that one of the stolen checks had been cashed at a local bank in return for $4,800.00 in cash.  Detectives were able to identify the suspect during the investigation using video taped surveillence video.  The suspect, Mitchell Freeman was identified and arrest warrants issued for his arrest.  Freeman was ultimately located in Evansville, Indiana where he was placed under arrest on the outstanding warrants.  He was transported back to Morgan City after signing a waiver of extradition and booked into the Morgan City jail faclity where he remains incarcerated with no bond yet set.

Charge: Hit & Run Driving; Possession of Schedule III CDS-Suboxone; Warrant: St. Mary Parish Sheriff's Department-Issuing Worthless Checks

     Officers were dispatched to the area  of the U.S. 90 overpass in regards to a possible vehicle crash.  Officers arrived to locate a vehicle which evidence indicated had struck the bridge then becoming disabled.  The vehicle was found unoccupied and the driver was not located.  It was removed from the bridge by a wrecker service.  Officers later were dispatched to a Highway 182 lounge in regards to a subject who was admitting to workers that he had struck something with his vehicle and had fled the scene.  The subject admitted that the police were probably looking for him.  A concerned citizen reported the subject to police.  Officers were able to locate the owner and driver of the vehicle at that location and identified him as Rene Cothron.  Cothron was arrested for the accident as well as outstanding warrants for the St. Mary Parish Sheriff's Department.  He was also found to be in possession of a Schedule III CDS-Suboxone which Cothron admitted were not his.  He was transported to the Morgan City Police Department where he was booked and incarcerated.

Charge: Theft-28 Counts-Total Value $221,807.01

Morgan City Police Detectives arrested Karen D. Duhon on warrants charging Duhon with twenty eight individual counts of theft of over $221,801.01 between July 2011 until November 2013.   Duhon is accused of opening four credit card accounts and using funds from accounts belonging to a member and owner of Capital Managements Consultants Inc.   The warrants were secured during a continuing investigation which was begun by the Morgan City Police Department after a complaint was filed on March 25, 2014 into the theft of funds from several accounts belonging to Capital Management Consultants Inc.  Duhon turned herself in to Morgan City Police Detectives, was booked and released after posting a bond of $150,000.00. The investigation is continuing and more arrests are possible.

     Officers were dispatched to the area of Highway 182 an Grizzaffi St. in regards to a subject observed urinating in public view.  The subject, Wayne Hill was located and found to be in an intoxicated condition.  He was identified as witnesses as the subject.  He was arrested and transported to the Morgan City Police Department where he was booked and incarcerated.

     Nyjul Hillebrandt was arrested in the City Court building for probation violation.  He was escorted to the Morgan City Police jail facilty where he was booked and incarcerated.

     Officers were dispatched to a Victor II Blvd. pharmacy in regards to a shoplifter.  Officers arrived and were told that a female was observed concealing items in her pants in an attempt to commit a theft.  Officers located the suspect, Morgan Stelly inside the store and recovered the items from the suspect.  The suspect, Stelly was placed under arrest and transported to the Morgan City Police Department where she was booked and released after posting a bond of $492.00.

     Officers were dispatched to a Highway 182 convenience store in regards to a shoplifter.  Officers arrived and during the investigation learned that a male subject, identified as Christian Brown had allegedly placed an item valued at $4.32 in his pocket and attempted to leave the premises until he was stopped by the store clerk.  The item was recovered and the police called.  The subject, Brown was located attempting to leave the premises and was subsequently arrested for the attempted theft.  He was transported to the Morgan City Police Department where he was booked and incarcerated. He was released after posting a bond of $492.00.

     A patrolling officer observed a vehicle traveling in the wrong lane of Highway 182 near Sixth St. and approached the vehicle to investigate.  The vehicle was observed not to have a proper license plate displayed and was stopped.  The driver, identified as Palmer Cox could not produce a valid drivers license and a check indicated that the his drivers license was under suspension.  Officers, according to reports observed a handrolled cigarette inside the passenger compartment of the vehicle which contained suspected marijuana.  Cox, who was reported as appearing nervous, refused officers request to search his vehicle.  A narcotics canine was deployed on the exterior of his vehicle during the stop.  The police canine displayed a positive response to the odor of illegal narcotics inside the vehicle.  Officers searched the vehicle and recovered suspected marijuana and items of drug paraphernalia.  Officers continued their search and located  numberous pills of controlled substances such as MDMA-Ecstasy, Oxycodone, and Hydrocodone.  Officers also located several legend drugs which are drugs obtained by prescription only but not classified as a controlled substance.  These included Promethazine Syrup, Cyclobenzaprine, and Sildenafil.  The subject was also found to be in possession of U.S. Currency which was believed to be involved in illegal transactions.  Palmer Cox was arrested and transported to the Morgan City Police Department where he was booked and incarcerated.

Arrest Report 01/05/2015

     On 01/02/2015 at approximately 4:06pm, the Morgan City Police Department received several calls in regards to a disturbance located on the Highway 90 overpass in Morgan City.  Witnesses told officers that a female appeared to be the victim of an attack on the roadway.  Officers investigating the incident learned from a witness that Randolph E. Wayman had been following a female victim with his vehicle.  Wayman reportedly forced the victim's vehicle off the roadway to a stop, partially blocking U.S. Hwy 90, exited his vehicle and then reportedly began to physically drag the victim from her vehicle.  Witnesses advised that the female along with a male occupant of the victim's vehicle attempted to fend off the attack and were struck several times by Wayman.  He was accused of dragging the female victim to his vehicle and then speeding away from the scene.  Witnesses were able to provide officers with information and description regarding Wayman's vehicle and direction of travel.  
     Detectives of the Morgan City Police Department were able to determine that Randolph Wayman was in the Houma, La. area and with the help of Terrebone Parish Sheriff's Department located Randolph Wayman in the accompany of the victim. Wayman attempted to flee from officers and was apprehended.  Morgan City Detectives located Wayman in Terrebone Parish where he was taken into custody on warrants which were filed as a result of the incident.  The female victim in the incident was returned to Morgan City uninjured.

     Officers were dispatched to a S. Railroad Ave. residence regarding a disturbance.  Officers arrived and learned that Lacy Johnson was intoxicated and causing a disturbance with others in the area by yelling and screaming. Officers located Johnson and determined that she was impaired.  She was arrested and transported to the Morgan City Police Department where she was booked and incarcerated.

Charge: Improper Lighting; Speeding 46/35mph zone; No Drivers License; Possession of Drug Paraphernalia

     A patrolling officer observed a speeding vehicle traveling on U.S. Highway 182 and clocked the vehicle at 46mph in a 35mph zone.  The vehicle was also observed to have improper lighting.  The vehicle was stopped and the driver, Amanda Chavis detained.  The driver, Chavis could not produce a valid drivers license.  During the encounter, Chavis was found to possess a pipe commonly used to consume illegal narcotics.  Chavis was arrested and transported to the Morgan City Police Department where she was booked and incarcerated.

     Officers were dispatched to an Oak St. residence regarding a domestic disturbance.   Officers arrived and located the female victim who advised that Frank Singelton had struck her in the face causing a laceration during a domestic arguement.  The victim was observed to have injuries consistent with her statement.  Singleton was located and confirmed the encounter however said the strike was unintentional.  Singleton was arrested and transported to the Morgan City Police Department where he was booked and incarcerated.

     Tyler Kapp, an inmate in the Morgan City Jail facility was arrested and booked on additional charges of theft after he was identified through video surveillence as being involved in the theft of a gold chain valued at $1000.00 from an person being booked into the Morgan City Jail.  The item was recovered and Kapp charged and incarcerated.

     Officers were dispatched to the area of David Dr. and Highway 182 in regards to a Hit & Run accident.  Officers arrived and were provided a description of a vehicle which had struck another vehicle.  Witnesses told officers that the driver of the vehicle then fled the scene.  Officers searched the area and located the suspect's vehicle in the Brownell Homes area and identified the driver involved as Markita Turner.  Markita Turner was found not to possess a valid drivers license nor motor vehicle insurance and was subsequently arrested.  She was transported to the Morgan City Police Department where she was booked and released after posting a bond of $1,373.00.There were no injuries in the accident.

     A patrolling officer observed a male subject standing in the middle of a parking lot of a Highway 182 convenience store screaming and making hand gestures.  The officer stopped to investigate and observed the disturbance had caused the patrons of the business to direct their attention to the disturbance.  The officer observed the subject, William Stokes then kick a vehicle in the parking lot.  Stokes was detained by the officer and found to be involved in a domestic dispute with a female.  Stokes was also found to be in an impaired and intoxicated condition.  William Stokes was placed under arrest and transported to the Morgan City Police Department where the was booked and incarcerated.

     A patrolling officer observed a vehicle traveling on Railroad Ave. being driven by Taj Broussard who the officer was aware did not possess a valid drivers license.  The officer observed the vehicle pull into an abandoned property and the subjects exit the vehicle.  The subjects continued their suspicious behavior and were detained by officers.  The subjects could not explain why they were at the property.  Boths subjects were checked for weapons.  A narcotics canine was summoned and displayed a positive response indicating the presence of illegal substance in the vehicle.  The vehicle was searched and suspected marijuana along with pieces of suspected cocaine were located inside the vehicle.  Both subjects, who denied knowledge of the substances were arrested and transported to the Morgan City Police Department where the were booked and incarcerated.

     A patrolling officer located Israel Ramirez at the intersection of Highway 182 and Aycock St. and detained him on an outstanding warrant for the Morgan City Police Department.  Ramirez was arrested and transported to the Morgan City Police Department on that warrant and released after posting a cash bond.

     A patrolling officer observed a vehicle traveling on Highway 182 near Myrtle St. with unrestrained occupants.  The officer stopped the vehicle to speak with the driver and identified the driver as Dregrick L. Johnson.  Johnson as well as a female passenger, Khadijeh Parker according to reports appeared extremely nervous.  Parker admitted to officers that she possessed marijuana hidden in her bra and retreived two small celophane bags of the substance.  The driver, Dregrick Johnson was also found to possess additional celophane bag of marijuana along with items of drug paraphernalia. paraphernalia.  Both subjects were in the accompany of a 1 year old child which was found improperly restrained in the rear seat of the vehicle.  Both Dregrick Johnson and Khadijeh Parer were arrested and transportd to the Morgan City Police Department where they were booked and incarcerated.

Joni L. Farias, 31 years of age, Address-Everette St. Morgan City, La. was arrested on 01/01/2015 @ 9:15pm

     Officers were dispatched to an Everette St. address in reference to a possble battery..  Officers arrived and investigated the incident and were told by the complainant, Joni Farias  who told officers that she was involved in a verbal altercation at a Brownell St. residence and that a subject, Britten Businelle had struck her during the arguement.  She accused Businelle of shoving her into several items inside the home damaging items.  Farias also stated that Britten contacted police at which time she left the residence.  Officers located Britten Businelle at the Brownell St. residence who advised that he had indeed been in an altercation, however stated that Joni Farias struck him and damaged several items in his home valued at $350.00.  He told officers that he told Farias he was contacting 911 at which time she left the residence.  Both subjects were arrested and transported to the Morgan City Police Department where they were booked and incarcerated.
