MCPD Arrest Report 06/08/2017

Chief James F. Blair reports that over the last 24-hour reporting period the Morgan City Police Department responded to 43 calls for service. The following persons were arrested as a result, beginning on 06/07/2017:

Ciara D. Percle, 30 years of age, address: Fifth St. Morgan City, La., arrested on 06/07/2017 @ 1:54 a.m.

Charges: Warrant: F.T.A. to Pay Fine on 04/11/2017 (9 counts)
                  Warrant: F.T.A. for Arraignment on 12/14/2016 (16th Judicial Court)
                  Resisting an Officer by Giving False Information
Joseph Stansbury 06072017
Joseph W. Stansbury, 56 years of age, address: N. First St. Morgan City, La., arrested on 06/07/2017 @ 3:08 a.m.

Charges: Possession of SCH II CDS W/I/T/D (Methamphetamine)
                  Obstruction of Justice

Patrol officers observed a vehicle being operated in the area of Fourth St. conduct an improper turn. A stop was initiated and Ciara D. Percle and Joseph W. Stansbury were identified as passengers. According to reports during the investigation, Percle provided a false name to officers. She was identified it was learned that she held several active arrest warrants through the 6th Ward Morgan City Court and 16th Judicial Court. Officers also located suspected Methamphetamine that was linked to Stansbury. Officers uncovered evidence that Stansbury attempted to destroy the evidence during the stop which Stansbury admitted to. Both Percle and Stansbury was arrested and transported to the Morgan City Jail where they were booked and incarcerated.

Gene J. Stratton Jr., 29 years of age, address: Fourth St. Berwick, La., arrested on 06/07/2017 @11:30 a.m.

Charges: Switched License Plate
                  Driving under Suspension
                  No Insurance

Patrol officers observed a vehicle traveling in the area of LA 182 with a license plate that was registered to another vehicle. A stop was initiated and Gene J. Stratton Jr. was identified as the operator of the vehicle. It was learned that the vehicle that Stratton was operating was not properly insured as required by Louisiana Law and his Louisiana Driver’s License was under suspension. Stratton was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Valerie Collins, 51 years of age, address: Egle St. Morgan City, La., arrested on 06/07/2017 @ 11:48 a.m.

Charges: Warrant: F.T.A. to Pay Fine on 05/09/2017

Valerie Collins was located and arrested in the area of Roderick St. on active arrest warrants held by the 6th Ward Morgan City Court. Collins was transported to the Morgan City Jail where she was booked and incarcerated.

Rodney M. Crappel, 59 years of age, address: Park Place Ln. Morgan City, La., arrested on 06/07/2017 @ 1:47 p.m.

Charges: Driving under Suspension
                  Improper Turn

Patrol officers observed a vehicle being operated in the area of MLK Blvd negotiate an improper turn. A stop was initiated and Rodney M. Crappel was identified as the operator of the vehicle. Crappel’s Louisiana Driver’s License was found to be under suspension. Crappel was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Alaina H. Garnett, 29 years of age, address: Magnolia Trace Greenwell Springs, La.,  arrested on 06/07/2017 @ 8:22 p.m.

Charges: Warrant: Simple Battery

Alaina H. Garnett was located and arrested in the area of Victor II Blvd on active arrest warrants held by the Morgan City Police. The warrant stems from an investigation conducted by patrol officers in May of 2017 where the victim alleges that they were struck by Garnett. Garnett was transported to the Morgan City Jail where she was booked and incarcerated.

Luis Zuniga, 28 years of age, address: Laurel St. Morgan City, La., arrested on 06/07/2017 @ 10:40 p.m.

Charges: No Driver’s License
                  Improper Lighting

Patrol officers observed a vehicle being operated in the area of Brashear Ave. with improper lighting. A stop was initiated and Luis Zuniga was identified as the operator of the vehicle. Zuniga did not possess a valid driver’s license. It was learned that Zuniga has been cited for operating a vehicle without a license in the past. Zuniga was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Chief James F. Blair reports that over the last 24-hour reporting period the Morgan City Police Department responded to 41 calls for service. The following persons were arrested as a result, beginning on 06/05/2017:

Wesley Bass 06062017
Wesley R. Bass, 20 years of age, address: River Road Berwick, La., arrested on 06/05/2017 @ 1:10 p.m.

Charges: Possession of Stolen Items over $1,500.00

Wesley R. Bass was located and arrested at the Morgan City Jail on an active arrest warrant held by the Morgan City Police. The warrant stems from an investigation conducted by the Morgan City Police Department Criminal Investigation Division in regards to a stolen vehicle from the area of Sixth St. During the course of the investigation, evidence was obtained linking Wesley R. Bass to the crime. A warrant was obtained for his arrest. Bass was booked into the Morgan City Jail and incarcerated. The investigation is ongoing.

Margaret Miskelley, 26 years of age, address: Leona St. Morgan City, La., arrested on 06/05/2017 @ 3:24 p.m.

Charges: Warrant: F.T.A. to Pay Fine on 05/30/2017 (2 counts)

Margaret Miskelley was located and arrested in the area of Leona St. on active arrest warrants held by the 6th Ward Morgan City Court. Miskelley was transported to the Morgan City Jail where she was booked and incarcerated.

Keshawn A. Gray, 20 years of age, address: Tiffany St. Patterson, La., arrested on 06/05/2017 @ 5:30 p.m.

                  Careless Operation of a Motor Vehicle

Patrol officers responded to the area of US 90 in regards to a vehicle crash that had occurred. Officers arrived and according to reports evidence was obtained placing Keshawn A. Gray as the operator of the vehicle that operated his vehicle in a careless manner which resulted in the crash. Gray’s Louisiana Driver’s License was found to be under suspension. Gray was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Louis D. Topham, 41 years of age, address: Aucoin St. Morgan City, La., arrested on 06/05/2017 @ 7:55 p.m.

Charges: Possession of Marijuana

Marcus S. Hatch, 42 years of age, address: Fourth St. Berwick, La., arrested on 06/05/2017 @ 7:55 p.m.

Charges: Warrant: F.T.A. to Pay Restitution on 08/18/2015

Patrol officers initiated a stop on a vehicle in the area of Chester Bowles in which Louis D. Topham and Marcus S. Hatch were passengers in. During the investigation, it was learned that Topham and Hatch both held active arrest warrants through the 6th Ward Morgan City Court. Topham was found to be in possession of suspected marijuana. Topham and Hatch were arrested and transported to the Morgan City Jail where they were booked and incarcerated.

Harrell Brooks Jr., 53 years of age, address: Hwy 182 Morgan City, La., arrested on 06/06/2017 @ 2:09 a.m.

Charges: Domestic Abuse Battery

Patrol officers responded to a residence in the area of Hwy 182 in regards to a disturbance. Officers arrived and according to reports, Harrell Brooks Jr. was identified as a suspect who allegedly struck the victim during an argument. Brooks Jr. was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Laquette M. Porter, 29 years of age, address: Van Buren Dr. Lafayette, La., arrested on 06/06/2017 @ 2:22 a.m.

                  Possession of SCH II CDS (Adderall)
                  Possession of Drug Paraphernalia
                  Illegal use of CDS in the presence of Juveniles

Patrol officers observed a vehicle being operated in an erratic manner in the area of US 90. A stop was initiated and Deangela E. Celestine was identified as the operator of the vehicle. During the course of the investigation, it was learned that Celestine’s Louisiana Driver’s License was under suspension. Laquette M. Porter was identified as a passenger and according to reports was found to be in possession of suspected Marijuana, Hydrocodone, Adderall, and drug paraphernalia. Porter did not hold a valid prescription for the suspected Hydrocodone and Adderrall. There was also an unrestrained child in the vehicle. Celestine and Porter was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

MCPD Arrest Report 06/02/2017

Chief James F. Blair reports that over the last 24-hour reporting period the Morgan City Police Department responded to 46 calls for service. The following persons were arrested as a result, beginning on 06/01/2017:


Tiffany R. Guidry, 29 years of age, Address- Hwy 182 Franklin, La. was arrested on 06/01/2017 @ 1:05 pm.

                Possession of Drug Paraphernalia

   A patrol officer in the area of Sixth and Franklin St. observed a vehicle cross the center line. A traffic stop was conducted and the driver, Tiffany Guidry was asked to produce a valid driver’s license. A computer check revealed that Guidry’s driver’s license is under suspension and that her vehicle must be equipped with an ignition interlock device. Guidry was placed under arrest and transported to the Morgan City Police Department for booking. Once at the police department, items used to smoke illegal narcotics were found inside Guidry’s purse. Guidry was additionally charged and booked.


Mallory Dove, 29 years of age, Address- Keithville, La. was arrested on 06/01/2017 @ 11:30 pm.

                Disturbing the Peace by Using Offensive Language
                Resisting an Officer

      Officers responded to a local hotel on Hwy 182 in regards to a disturbance. Officers arrived and spoke to the victim. According to reports, the victim stated that she arrived at the hotel and a female, identified as Mallory Dove began yelling and using profanities towards her. The victim also stated that Dove then struck her in the facial area.  Officers were given a description of Dove and she was later located in the area. Reports indicate that Dove did admit to hitting the victim. While placing Dove under arrest, she began to resist the officer. Dove was subdued and transported to the Morgan City Police Department for booking and incarceration.


Alan P. Sylvester, 31 years of age, Address- Bernice St. Morgan City, La. was arrested on 06/02/2017 @ 2:54 am.

Charge:  Driving Under Suspension
                Hit and Run

     Officers responded to the parking lot of a local business on Hwy 182 in regards to a disturbance. The individuals that were causing the disturbance were inside a vehicle parked at the location. Officers located the vehicle and spoke with the driver, Alan Sylvester. While speaking with Sylvester, the officer observed heavy damage to the front of the vehicle. According to reports, Sylvester stated that he had just crashed his vehicle into a pole at another location and left the scene. Sylvester was asked to produce a valid driver’s license. A computer check revealed that Sylvester’s driver’s license was under suspension. Sylvester was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.

Chief James F. Blair reports that over the last 24-hour reporting period the Morgan City Police Department responded to 35 calls for service. The following persons were arrested as a result, beginning on 06/06/2017:

Jack Canada, 62 years of age, address: Elaine St. Morgan City, La., arrested on 06/06/2017 @ 1:29 p.m.

Charges: Disturbing the Peace Intoxicated

Patrol officers were dispatched to the area of Greenwood St. in regards to a suspicious subject. According to reports officers arrived and Jack Canada was located. Canada was found to be in an intoxicated state. Canada was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Nicole E. Karpinski, 29 years of age, address: Hwy 182 Morgan City, La., arrested on 06/06/2017 @ 2:04 p.m.

Charges: Warrant: False Acquisition of a Controlled Dangerous Substance
                  Warrant: Doctor Shopping (3 counts)(St. Charles Parish S.O.)
                  Warrant: Theft (St. Charles Parish S.O.)

On June 5, 2017, officers with the Morgan City Police Department Patrol Division responded to a local business on LA 70 in regards to a female attempting to acquire a Controlled Dangerous Substance with a false prescription. According to reports the female, who was identified as Nicole E. Karpinski, had left prior to the officer’s arrival. The officers obtained a description of Karpinski and the vehicle she departed the business in. On June 6, 2017, officers located the vehicle being operated in the area of East Blvd. A stop was initiated and Karpinski was located. It was found that Karpinski held three active arrest warrants through the St. Charles Parish Sheriff’s Office and her Louisiana Driver’s License was under suspended. Warrants were also prepared for Karpinski’s arrest in regards to the original incident being investigated. Karpinski was arrested and transported to the Morgan City Jail where she was booked and incarcerated.

Damien Keller, 33 years of age, address: homeless, arrested on 06/06/2017 @ 10:21 p.m.

Charges: Warrant: Purse Snatching
                  Warrant: Simple Battery
                  Warrant: Theft

Damien Keller was located and arrested in the area of Federal Ave. on active arrest warrants held by the Morgan City Police. The warrants stem from an investigation in which the victim alleges that Damien Keller approached them in the area of LA 70 and committed a battery, and taking a purse that was in their immediate control. Officers were unable to located Keller during the investigation and a warrant was prepared for his arrest. Keller was transported to the Morgan City Jail where he was booked and incarcerated.

Phillip Begnaud, 33 years of age, address: Fulton St. Shreveport, La., arrested on  06/06/2017 @ 8:35 p.m.

Charges:  Creation or Operation of a Clandestine Laboratory
                   Possession of Marijuana
                   Violation of Uniform CDS Law (Drug-Free Zone)
                   Turning Movements and Required Signals
                   Driving under Suspension
                   No Insurance

Investigators with the Morgan City Police Department Narcotics Division observed a vehicle conduct an improper turn in the area of Sixth St. A stop was initiated and Phillip Begnaud was identified as the operator of the vehicle. Begnaud displayed signs of nervousness  According to reports, Begnaud’s Louisiana Driver’s License was found to be under suspension and the vehicle did not have insurance a required by Louisiana Law. Investigators located several different precursors connected to a Clandestine Laboratory to create Methamphetamine and suspected marijuana. Reports indicated that Begnaud admitted to attempting to manufacture Methamphetamine. The area where this incident had taken place was within a Drug-Free Zone. Begnaud was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Chief James F. Blair reports that over the last 72-hour reporting period the Morgan City Police Department responded to 129 calls for service. The following persons were arrested as a result, beginning on 06/02/2017:

Brodie Boudreaux, 23 years of age, address: McDermott Dr. Morgan City, La, arrested on 06/02/2017 @ 8:45 a.m.

Charges: Disturbing the Peace Intoxicated

Patrol officers responded to the area of MLK Blvd in regards to a suspicious subject. Officers arrived and Brodie Boudreaux was located. According to reports, Boudreaux was found to be in an intoxicated state. Boudreaux was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Kimberly Evans, 25 years of age, address: River Rd. Berwick, La, arrested on 06/02/2017 @ 4:53 p.m.

Charges: Possession of SCH I CDS (Synthetic Cannabinoids)
                  Possession of Drug Paraphernalia

Patrol officers responded to a local business in the area of LA 70 in regards to a suspicious subject. Officers arrived and Kimberly Evans was located. According to reports, Evans was found to be in possession of suspected Synthetic Cannabinoids and drug paraphernalia. Evans was arrested and transported to the Morgan City Jail where she was booked and incarcerated.

Tommy D. Donati II, 34 years of age, address: Carter Ln. Berwick, La, arrested on 06/02/2017 @ 6:24 p.m.

Charges: Warrant: F.T.A. to Pay Fine on 02/07/2017 (2 counts)

Tommy D. Donati II was located and arrested at the Patterson Police Department on active arrest warrants held by the 6th Ward Morgan City Court. Danati was transported to the Morgan City Jail where he was booked and incarcerated.

Patrick D. Guarisco, 53 years of age, address: Front St. Morgan City, La, arrested on 06/02/2017 @ 7:51 p.m.

Charges: Possession of SCH I CDS (Synthetic Cannabinoids)

Patrol officers responded to the area of Front St. in regards to a suspicious subject. Officers arrived to the area and Patrick D. Guarisco was located. According to reports Guarisco was found to be in possession of suspected synthetic cannibanoids and drug paraphernalia. Guarisco was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Rebecca L. Loustalot, 29 years of age, address: Anderson St. Franklin, La, arrested on 06/02/2017 @ 8:00 p.m.

Charges: Possession of Stolen Items over 1,500

Rebecca L. Loustalot was located and arrested at the Morgan City Police Department on active arrest warrants held by the Morgan City Police. The warrants stem from an investigation in regards to a stolen boat from a local business. According to reports evidence was uncovered linking Rebecca L. Loustalot to the crime. Loustalot was booked into the Morgan City Jail and incarcerated. The investigation is ongoing.

Orrando M. Guidry, 46 years of age, address: Florida Alley, Morgan City, La., arrested on 06/03/2017 @ 1:21 p.m.

Charges: Possession of SCH II CDS (Crack Cocaine)
                  Violation of Uniform CDS Law (Drug-Free Zone)
                  Disturbing the Peace Intoxicated

Patrol officers responded to the area of Marshall St. in regards to a suspicious subject. Officers arrived in the area and Orrando M. Guidry was located. According to reports, Guidry was found to be in an intoxicated state. During the investigation, Guidry was found to be in possession of suspected crack cocaine. The area where the incident had taken place was within a Drug-Free Zone. Guidry was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Frank Krabseth, 60 years of age, address: Norway, arrested on 06/03/2017 @ 1:36 p.m.

Charges: Simple Battery

Patrol officers responded to a local business in the area of Roderick St. in regards to a battery that was committed. Officers arrived and Frank Krabseth was identified as the suspect who allegedly committed a battery on the victim. Krabseth was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Wesley R. Bass, 20 years of age, address: River Road Berwick, La., arrested on 06/03/2017 @ 5:17 p.m.

Charges: Warrant: F.T.A. to Pay Fine on 04/11/2017 (3 counts)

Wesley R. Bass was located and arrested in the area of Clothilde St. on active arrest warrants held by the 6th Ward Morgan City Court. Bass was transported to the Morgan City Jail where he was booked and incarcerated.

Katie J. McKee, 19 years of age, address: Hwy 1 Belle Rose, La, arrested on 06/03/2017 @ 7:45 p.m.

Charges: Possession of Stolen Items over $1,500

Investigators with the Morgan City Police Department Criminal Investigations Division conducted an investigation in regards to a stolen vehicle. During the course of the investigation Katie J. McKee was identified as a suspect. According to reports McKee admitting to having possession of the vehicle in Morgan City. McKee was arrested and booked into the Morgan City Jail where she was booked and incarcerated. The investigation is ongoing.

Ciara V. Williams, 28 years of age, address: Tom Park Dr, Houston, Tx, arrested on 06/03/2017 @ 9:29 p.m.

                  Warrant: F.T.A. to Pay Fine on 04/04/2017 (3 counts)
                  Warrant: F.T.A. for Trial 04/27/2017

A patrol officer initiated a stop on a vehicle in the area of Second St. due to improper lighting. According to reports the operator of the vehicle exited and while speaking with the officer the passenger fled the scene in the vehicle. Officers were able to catch up to the vehicle as it was turning onto Oil Tank Alley. The vehicle stopped at which time Ciara V. Williams was identified. Williams admitted that she had fled due to active arrest warrants held by the 6th Ward Morgan City Court. Williams Louisiana driver’s license was found to be suspended. Williams was arrested and transported to the Morgan City Jail where she was booked and incarcerated.

Cesar Augusto Montes Cabrera, 28 years of age, address: Railroad Ave. Morgan City, La., arrested on 06/03/2017 @ 8:15 p.m.

                  Warrant: F.T.A. to Pay Fine on 12/13/2016

Patrol officers observed a vehicle being operated in the area of Veteran’s Blvd. without any lighting. A stop was initiated and Cesar Augusto Montes Cabrera was identified as the operator of the vehicle. According to the reports Cabrera did not possess a valid driver’s license and a open alcoholic beverage was located in the vehicle. Cabrera also held active arrest warrants through the 6th Ward Morgan City Court. Cabrera was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Clarence Darby, 35 years of age, address: Orange St. Morgan City, La, arrested on 06/04/2017 @ 1:41 a.m.

                  Disregard of Traffic Control Signals

Patrol officers observed a vehicle traveling in the area of Ditch Avenue fail to stop at the red light at the intersection of LA 182 when negotiating a left turn. A stop was initiated and Clarence Darby was identified as the operator of the vehicle. According to reports Darby displayed signs of nervousness while speaking with officers. Darby was found to be in possession of suspected marijuana. Darby was arrested and transported to the Morgan City Jail where he was booked and incarcerated.

Clarence Francois was located and arrested at the Morgan City Police Department on active arrest warrants held by the Morgan City Police and the 6th Ward Morgan City Court. The warrants from the Morgan City Police stem from an investigation conducted by patrol officers in May of 2016 in which Francois allegedly entered a residence damaging property and committed a battery on the victim. Francois had already fled the scene when officers arrived. A warrant was prepared for his arrest. Francois was booked into the Morgan City Jail and incarcerated.

David L. Martinez, 53 years of age, address: Railroad Ave. Morgan City, La, arrested on 06/04/2017 @ 4:14 p.m.

Charges: Disturbing the Peace Intoxicated
                  Resisting an Officer
                  Warrant: F.T.A. to Pay Fine on 02/14/2017 (4 counts)

David L. Martinez was located and arrested in the area of Eleventh St. on active arrest warrants held by the 6th Ward Morgan City Court. According to reports, Martinez who was found to be in an intoxicated state was yelling profane language during the encounter. Martinez also resisted officers during the arrest. Martinez was transported to the Morgan City Jail where he was booked and incarcerated.

Raul O. Navarez, 54 years of age, address: Mallard St. Morgan City, La., arrested on 06/04/2017 @ 10:55 p.m.

Charges: Warrant: Theft under $750

Raul O. Navarez was located and arrested in the area of Federal Ave. on active arrest warrants held by the Morgan City Police. The warrant stems from an investigation conducted by patrol officers in which Raul O. Navarez was identified as a suspect that committed a theft in May of 2017. Warrants were prepared for Navarez’s arrest. Navarez was transported to the Morgan City Jail where he was booked and incarcerated.

Chief James F. Blair reports that over the last 24-hour reporting period the Morgan City Police Department responded to 48 calls for service. The following persons were arrested as a result, beginning on 05/31/2017:


Jerry L. Percle, 48 years of age, Address- Canton St. Berwick, La. was arrested on 05/31/2017 @ 12:00 am.

Charge:  Warrant- Direct Contempt of Court

   Jerry Percle turned himself into the Morgan City Police Department for an active warrant he held for the Sixth War City Court. Percle was booked and incarcerated.

Rolando Villaobos, 77 years of age, Address- S. Verret St. Amelia, La. was arrested on 05/31/2017 @ 11:40 am.

Charge:  Warrant- Sexual Battery (St. Mary Parish Sheriff’s Office)
                Warrant- Simple Battery (St. Mary Parish Sheriff’s Office)

     Officers located Rolando Villaobos on Victor II Blvd. A warrant check revealed that Villaobos held active warrants with the St. Mary Parish Sheriff’s Office. Villaobos was placed under arrest and transported to the Morgan City Police Department for booking and incarceration.


Ronald Picou, 51 years of age, Address- Karen Dr. Morgan City, La. was arrested on 05/31/2017 @ 2:42 pm.

Charge:  Remaining After Being Forbidden
                Criminal Damage to Property

     Officers responded to a residence on Federal Ave. in regards to a disturbance. Officers arrived and spoke to the victim. According to reports, the victim stated she wanted Ronald Picou removed from her property and that he damaged one of the doors inside the home. Officers located Picou inside the home and removed him. Reports indicate that Picou returned to the residence. Officers arrived and placed Picou under arrest and transported him to the Morgan City Police Department for booking and incarceration.


Miguel A. Rodriguez, 27 years of age, Address- Roswell, NM was arrested on 05/31/2017 @ 8:30 pm.

Charge:  Disturbing the Peace Intoxicated
                 Resisting an Officer with Violence
                 Battery on an Officer

     Officers responded to the Garber St. area in regards to an individual that was possibly intoxicated.  Officers located the individual identified as Miguel Rodriguez. Reports indicate that Rodriguez appeared intoxicated and began resisting officers when trying to place him in handcuffs.  Rodriguez also committed a battery on one of the officers. Rodriguez was subdued, placed under arrest and transported to the Morgan City Police Department for booking and incarceration.
